Can not add subscription for notification

Does anyone know why I am failing to subscribe the notification? Once I clicked the Save icon on Subscription Manager and closes the screen, the next login I still saw nothing after selected "My Subscription" under personalization?

I have checked the related security but like to know if I missing something still? Thanks!
