TA Approval skipping HR Supervisor for a Particular Employees

Hello,

We have a TA when submitted for approval, it Skips the HR SUPERVISOR Level. This happens to only one HR Supervisor. All his TA's are skipping him and going to his upper level.

I check the USER PROFILE> WORKLIST Page. There is NO  Re-Assign work to another employee.

Where else should i check ?

Please advice.
