Wrong Locality (510101) Showing on PAY_TAX Tables After Calc

I wanted to stick this question out to see if anyone had ever experienced an on again / off again issue that we are experiencing during our PeopleSoft Calc process.  I will start by saying this only appears to be happening to people we pay via non-standard loaded PAY_EARNINGS and PAY_OTH_EARNS records.  For some back ground here is what we have:

1) Custom process to load / create the PAY_PAGE / PAY_LINE / PAY_EARNINGS / PAY_OTH_EARNS tables from time data that is stored in our Financials system.

- This process uses other secondary tables to determine the correct state and locality to put on the PAY_EARNINGS table when loaded based on which "project" a person has submitted their time for.
