Missing Employment Record

I am researching an issue we are having related to an employees per org assign record not matching the per org instance record.  It appears that on occasion when we hire a job as an additional job or the first job we get errors on our payroll reports that the employee is missing an employment record.  I don't know of a way to update those tables other than a SQL Update behind the scenes. 

Has anyone else has this issue?  We are using PS 9.2 and on PUM 16.
