Alert on Called number

It it possible to create some sort of syslog alert on called number

For example I am looking at alternative methods to alert calls out to Emergency Services.  We have methods in place but wandering if I can do it via the SBC

So looking for something that would see To:112@x.x.x.x  and create a syslog

I am not holding my breath..
