Budget Upload Missing Records

At our company we use the add-in to allow excel to upload to our different areas. In our budgets when we do an upload the records will be viewable in our Enter Budget Amounts responsibility. When I run the Trial Balance Budget program all budget accounts show, but when I go to the Enter Budget Amounts responsibility I am missing one account. Has anyone had similar issues?
