New OPatch instructions for database - Oracle .NET Assembly Optional Setup Instructions

I am patching a meta data repository 12.2.0.1 database on my weblogic 12.2.1.3 application server, and I've come across a new section of instructions following the 3.2.1 Patch instructions (single instance), after the "opatch apply" final step.  I will also be patching my database server, development laptops, and production environment shortly, so I need to know how to proceed in this regard.

3.2.4 Oracle .NET Assembly Optional Setup Instructions

"... Oracle .NET assemblies ..., then you must remove them from the GAC prior to using OPatch."

My question: is this step truly optional? My Windows .NET assemblies are constantly being patched -- monthly -- from our Windows SUS server.  Does this mean I have an additional, new Oracle step that needs to be performed?  Is it truly "optional"?  Or are these purely Oracle .NET assemblies that are updated outside Microsoft's monthly patching process?
