ORA-00060: deadlock detected while waiting for resource

Hi All, Facing ORA-00060: deadlock detected while waiting for resource while using API pay_batch_element_entry_api.create_batch_line. We are not getting this error for all associates but getting it for few associates randomly. Can anyone let us know how to debug this issue?
