EM Cloud Control Installation 13.3 failed when connecting the database because of missed optimizer_a

The Installer Process doesn't continue when trying to connect the Database (Step 8 of 14).

Error: Check if parameter_adaptive_features is false.

The Problem occurs, because I had to delete the Parameter to get the Repository Database (12.1.0.2.0) started. But then, the Installation of the EM Cloud Control failed (13.3).

Now I tried to fix it with the workaround described in Doc. 2250773.1.

Because I have no Internet Access from my Server I tried to do it like described at the End of the document. The funny thing is, that I need Internet Access as well, when I click on "Search for Updates".

How can I fix the issue ?
