Is there Toolbar Definition configuration functionality in ELM 9.2 (PTools 8.56.03) ?

Is there a Toolbar Definition configuration page in ELM 9.2 (PTools 8.56.03) ?  We have a request to remove the 'Request New Learning' link from the My Learning page toolbar.  I was able to perform this type of changes using the Toolbar Definition available for TAM, however, i don't see this same type of functionality in ELM.  Note: i am able to modify the PeopleCode to make this change, however, we would prefer to perform a configuration change, if it is available.
