Date Paid / Date Earned oddities pay_payroll_actions

I have a scenario that Im testing for February pay... I have done QuickPay's on employee(s) where Date Paid and Date Earned are the same,19-FEB-19. However, If I run a query to view these dates from pay_payroll_actions, date earned and date paid show 20-FEB-19. In another case, I had 17-JAN-19 for both entries on the quick pay and the query I have is showing 28-FEB-19?

Am I using the incorrect table for these two fields?
