oracle not releasing TEMP space

we have seen some strange behaviour from oracle on ZFS disks on  12.2.0.1.0 standard edition

SunOS  5.11 11.3 sun4v sparc sun4v

where a badly tuned query ran from SQL developer has blown the file system for TEMP segment tablespace after running and auto-extending the tempfile  for 15 mins

the user running the query claims he received "an error" and then shut down his sql developer window; which should have killed off his session

oracle has not raised an ORA-1652 in the alert log and apparently not released the temp segment; as a batch job ran 14 hours later failed with the following error:
