QUARTERLY STATE TAX REPORT - EMPLOYEE DETAIL - Some States Missing

When we run TAX008 (QUARTERLY STATE TAX REPORT - EMPLOYEE DETAIL) - some states are missing from the report.  I added displays, and rows for NV, NY, OH, and OR are being printed - but when we view the report they are not there at all (they are not negative).  How can that be?  We went back and ran the SQR version (before 18-E) and the states appear.  We are also seeing that the new version is mixing states in error...
