Right after book an order not able to modify the line

Hi:

We are using EBS version 12.2.4

We have notice a behavior. After we have book a new order, the order line will say the order has been booked, if we tried to modify the line information in the shipping tab to change the warehouse, it will pop-up a note sayin g the record has been locked by another user. But this is brand new order and no one know it yet. Even if we tried in a test system with only one user and there is no blocking session or any other session locking the OE_ORDER_HEADERS table or OE_ORDER_LINES table. If we click on the s/
