Can you make Unit Cost on Miscellaneous Transaction form Required

We are using average costing and would like to enforce the Unit Cost field to be required on the Miscellaneous Transaction form under certain criteria.  We are able to make the unit cost field yellow via a forms personalization (set the field to required) once you populate the subinventory field, but you can still save the record without populating a value in the Unit Cost field.

Has anyone made the Unit Cost field required so that you cannot save the record unless it is populated?

We're on Oracle EBS 12.1.1.
