Pending Cost Adjustment Report not showing resource cost changes for top level

Hello,

We are on 12.2.6 and use standard costing.

We have changed the cost of a certain resource 3180-00 from 10 to 25$ in the pending cost type and there is an existing work order where this resource is used.The resource was already charged to the WO for a certain number of units.If we run the Report pending cost adjustments which simulates the changes due to cost changes we expect to see this WO in the report listed for the change in resource cost from old to the new value but do not .Does the report list changes only due to lower level components costs and the impact of
