Unable to build pool from specified devices: device already in use

Using zpool for the root disks.

each root has 1 big partition (a) and one small one for a MetaDB (f)

Removed a disk (ungracefully).

Now I can't get a new disk to join the pool.

I keep on getting the error  " Unable to build pool from specified devices: device already in use."

I have tried attach, replace, remove,  the -f option, all to no avail.

Checked and it is NOT EFI labled.

zpool status shows only one drive currently.

root@primary02:~# zpool status

  pool: rpool

state: ONLINE

  scan: none requested

        NAME        STATE     READ WRITE CKSUM

        rpool       ONLINE       0     0     0
