Should 'Request New Learning' links be displayed if the ELM 'Enable Learning Request' options are no

Should the  'Request New Learning' links be displayed if the ELM 'Enable Learning Request' options are not active in 'Install Defaults' and 'Learning Environments'?

Currently, we have the 'Enable Learning Requests' options not active in 'Set UP ELM' for either 'Install Defaults' nor 'Learning Environments' configuration pages.    I am making an assumption that the 'Request New Learning' links should be tied to that configuration.   Would this assumption be correct and there may be a bug, or are is the link not tied to that functionality?     We are testing PUM 18 for  ELM 9.2  on 8.56.03 PTools
