Benefits ACA Archive Process - doesn't run by person_id parameter

Hello,

We applied the (28948411:R12.BEN.C) patch and testing our 2018 ACA process. We usually run the Benefits ACA Archive Process by person by entering the person_id in the parameter. But after applying the patch the process runs for all eligible participants even after choosing the person_id in the parameter. Is this expected? or its a bug with this patch?
