Does EM 13 Quarterly Patch System Bundle update embedded apps (jdk, weblogic, etc.)?

I have been reading up and searching and haven't really found an answer and the answer will absolutely change my plan of action. I hope that because jdk and weblogic come embedded in EM's software, that any update needed for them would come with the EM patch update. But, because both are separate products supported in their own right, it's really hard to tell from the critical patch document. The master note for EM patching doesn't mention anything other than the OMS, OPatch and OMSPatcher. Before I open an SR about this, I hoped to find an answer from somebody
