Timestamp while choose date from calender

Hello,

we are upgrading to 12.2.7 and if we choose date from calendar the time defaults as +5 hours our local time (EST).  Its happen especially on self service application such as EAM, iProc, iExpense, also its not on one page wherever if we choose date from calendar the timestamp +5 hours.  If i open page example work order creation the schedule date defaults server time (EST) however if i choose from the calendar then its incorrect.

I dont have any user preference and our server time is EST (Newyork time).  How the system defaults the time while choose from calendar?

Since in our current production 12.1.2 no issues.
