issues with deploying new composites in our new SOA version 12.2.1.3.0

when deploying new composites in our new SOA  dev environment  version 12.2.1.3.0, we are unable to see the deployments in the SOA Folders until we do a restart. Also after deployment when we test using client like SOAPUI we start receiving response. But when we go to check in SOA folder we could not find the composite available there. Same is the case with undeployment that EM gives successful message but the composite keep showing in EM. It seems like EM is not being synchronized effectively.
