Oracle forms and report 11g

Hello, does oracle forms & reports R11.1.1.2.0 work on window server 2016?

i have installed weblogic 10.3.6 with java 7 and applied all the patches.

i even finished the whole installation successfully but i am not able to connect to the URL:http://localhost:7111

so i just want to know if there is a workaround for this behavior or it's just that the oracle forms and report 11g is not compatible with windows server 2016.
