OUI fails to run during opatch upgrade to 13.09

Attempted to run the OPATCH upgrade to 13.09. The OUI fails to run teh /sh script that gets generated stating that it can't execute the file. I changed the configuration to set the TEMPDIR to a mount that had exec privileges but when OUI generates the file and attempts to run it, it still says the file can not be executed.

Anyone have similar issues?
