Is there a way to upload an external file in the population select within Graduation Processing?

Would someone be able to tell me if External File is an option via the selection tool under Graduation Processing (Main Menu>Records and Enrollment>Graduation>Graduation Processing)? It currently only lists PS Query and I can't find anything on HEUG related to it.
