Not able to submit any Update package from Fat Client

Hi Team,

I am facing a strange issue in my new JDE 9.2.3 setup.

Tools is 9.2.3.1, full package build and deployed successfully and local web is also running fine.

I am also able to submit UBE successfully from Fat client.

Trying to submit a BSSV update package after installing the JDev and configuring teh ini accordingly, Its going till submit package but its not starting the build.

But I can see in WSJ, R9621S and R9622C is present, when I click it, it takes me to the PDF where it says "Not Built" for R9622C. For R9621S, it says Server build not selected which is fine.
