Grade change after repeat code

The Office of the Registrar discovered an issue with some students who have an REPT code, where either their credits are being included and/or the class is counting in their GPA.

It appears that at least for some it is the result of a grade change after the REPT code is put on.

The setup of our REPT code is shown below:

Has anyone else noticed this problem - the repeats codes not working as expected?
