Punch Timesheet Push Back and Deny Issue

I have a scenario like this -

< We are using Reported Time approvals >

Employee is enrolled in T&L to enter punch time sheets with Punch Pattern as In, Meal,In,Out.

Manager Pushes back the Time and hence the time in now available to the Employee to re-work on.

But in case the Employee just modifies the Out pattern ; the timesheet is split into two rows ( See the image Attached ) and the only the second row

is in Needs Approval state. Is this a normal behavior ?

Do you have similar issue and how does the employee flips the time back to Needs approval for the row he want no modifications on where he did not modified the In,Meal pattern.
