Publish not working to middleware one one particular service

Hello

I have created a new fine grain service , which is part of the main PersonService inbound webservice. even though create person works fine . This new service even though upserts corrects doesnt publish to middleware.

Have confgured the default ucm publish/subscribe service in the workflow. In the logs it shows it has been executed fine. But just doesnt seem to publish to middleware.

Any pointers would be helpful
