System not recognizing Employee YTD Earnings Threshold in Savings Plan Table

Our benefits department has an amount input in the Employee YTD Earnings Threshold in the Savings Plan Table, but the employee's 403b deduction continues to pull, even though the limit has been met.  I have included a screen shot of the table below.  Any guidance would be appreciate.
