Comp Time Issue - TL creating offsets for time earned on a holiday

We are having an issue with comp time where RI was trigger and caused Time Admin to re-run for old dates, for some reason it created offsets trying to reverse comp time that was earned on a holiday.

This created negative comp time balances, lots of T&L Exceptions,TLX00001 invalid Comp Time TRC/Balance, and is causing issues with values on TL_COMPLEAV_TBL & TL_COMP_DAY_BAL tables.

These tables now only have rows up through the date to where the system things the balance went negative even though there is comp time activity after that point.

Any time I have had issues with comp leave balances in the past they were almost always resolved by setting the ECD to before the issue and re-running Time Admin, which updated the TL_COMPLEAV_TBL & TL_COMP_DAY_BAL tables with the correct values.
