Network Routing - Multi Stop Bundle issue

in Oracle Transportation Management (MOSC) Question

I have an issue when setting up network routing where the outbound shipment from a xdock fails to bundle.  I see this in the log when it trys to bundle the orders Bundles failed dest Location test   I have not  found a parameter that affects this. ( I am using 18D)  So if I plan a group of lets say 8 orders via a Xdock the expected result is 2 shipments. 1 into XDOCK and 1 Multi Stop out of XDOCK.  The orders plan no issue a Multi stop not using network routing.
