Ship Confirm API not Working for one delivery detail line

Hello Team,

I am using the Shipping API for Ship confirm.I have 2 delivery detail id (640290,640291) and it got passed with same delivery id(4279763).For one of the delivery detail id(640291) ship confirmation happened and for other its failed.

During the Ship confirm its throwing inventory controls error:Even putting the Locator did not worked

Warning: Delivery details 640290 in this delivery do not satisfy inventory controls.
