Using Product Information Management in Cloud (R18D)

I have a change order of type Change Order without Revision Control.  Getting the following error when I submit for approval "The value provided for the Status attribute is invalid. (EGO-2745049)"

The CO is in status Open

When I click the Change Status button and Select Approval

I get the following error

Why am I gettingthis error?
