what is the point of haip in a vm environment?

we have a vm environment for oracle 18c clusters. the host machine only has two nic cards. what is the point of configuring two "private" interfaces and a single "public" interface on this platform? haip (as I understand it) is for nic failover, which in a vm environment seems meaningless to me. what am i missing?
