Oklahoma Magnetic Media file for W2/W3

Is there not a magnetic media file for Oklahoma withholding? Every time I try and run from the year end workbench, Mag Media for State, OK, submit EFW2 build I get the following error message:

UBE: Retrieve of UBE file failed. The file may not exist on Enterprise Server.
