LINKBSFN Failure on iSeries Server with message MCH0801

I am in the process of preparing an iSeries XE machine for upgrade of OS and E1. The current OS is V5R3 with XE Service Pack level 19. In order to upgrade the OS we have configured an LPAR with V5R4 OS and JDE XE (With latest available SP) on the new partition. When trying to run LINKBSFN it fails and returns error message MCH0801 "Argument associated with external or internal parameter not passed". No other information is available and so far Oracle and IBM have not been able to help.

Has anyone else experienced this type of issue?
