Cut-off time and Export orders in ATP

Hi,

Can you please help me with below 2 scenarios for schedule date calculation?

1. Lead time based on OM Order type - For export orders (Export Order Type) , we need at least 3 weeks time to prepare travel/transport documents. This lead time should be applicable for all the lines of a sales order irrespective of item/category. Is there a way I can use ATP or other standard functionality to calculate Schedule ship/arrival date to be 3 weeks ahead based on order type? (Note: On Hand Quantity should not be considered)

2. Cut-Off time - We have 3:00 PM cut-off time, where sales orders created/scheduled after this cut-off time should have schedule date to be the next day. For example, lines of sales order created on 30-JAN-2019 before 3:00PM should have 30-JAN-2019 and the ones created after 3:00PM should have 31-JAN-2019 as the schedule ship date. Is this possible using standard ATP/GOP functionality?
