webcenter portal imperosnation

We are using webcenter portal 11.1.1.9 and we are planning to implement webcenter portal impersonation and my question is if WC Admins have the ability to enable impersonation on behalf of the user, or if this setting must really, absolutely, only be accessed and edited by the user.
