Workflow behaves differently when submitting an order versus triggering via business service simulat

Hi,

I have a workflow that sends an email when an order is submitted. This email contains a table where the line items are listed. However, when I first submit an order, the table doesn’t contain anything, but when I run the workflow through the workflow simulator (or set the order status to pending and submit the order again), the table becomes filled with the line items.

I managed to get the logs (attached here).

The main difference I saw between the two are in the step ‘Query Primary BC’ and ‘Query Router and VAS MOLI’. These two are both Siebel operation steps with query operation. Here is a table of those observations:
