Does an observer have to have Approve/Reject rights in order to be added to the workflow?

I have a role that I am trying to set as read only rights.  It has the Discover Items, Discover changes, discover manufacturers, discover manufacturer parts and the corresponding 4 read privileges.  I have assigned that role to a user.  When I try to add that user as an observer, I keep getting the user doesn't have sufficient privileges.  I've been through the manuals and can't find the answer. 

Any help would be appreciated!
