ELM 9.2 Fluid Learning Compliance Pivot Grid report not including all team members records. What is

When running the ELM 9.2 Fluid Learning Compliance Pivot report, the report does not seem to be consistent with the data that is being displayed.   What is the criteria and what statuses should be included in the report?

Examples:

When i look up a course where none of the Team members have enrolled, it will sometimes not show any records in the report.

When i look up a course where some of the team members have completed the course, the report only shows those not enrolled, but not those that completed or may have dropped the class.

At this time, I am reviewing the views behind the report.   I did try to find more information on the report, but could only find that the report will identify the statuses for all the Team members.
