FERPA Privacy Shade

I am trying to understand how the FERPA privacy shade is designed to work.  For a student who has no FERPA restrictions, the privacy shade does not display in Campus Community pages, yet it does display in Contributor Relations pages.  The FERPA display in CR shows all fields as being releasable. 

How is the FERPA privacy shade intended to work?  Is there a setting we need to review?
