adop phase=apply skipped patch on master and failed on slave(External Node), can I safely run phase=

Applying patch 28517321 on EBS 12.2.7

 

Master node: [WARNING] Skipping patch 28517321 as it has already been applied.

External Node: [ERROR] You must specify options=forceapply, to apply the patch <28517321> to master node before it can be applied to a slave node.

 

Found out that 28517321 is included in 28648452 that was applied successfully 2 weeks ago.

Do not want to forceapply.

I would have liked adop to skip the patch on slave node as it does on master.

This slave node is external, not shared_apps with primary/master node.

Ran finalize successfully

Can cutover be completed successfully even if STATUS on slave (external) node is FAILED?
