I can not connect to Windows PeopleSoft Client using Remote Desktop

I created a PeopleSoft Client within a new Environment using Cloud Manager.  The Environment is running and the Windows instance is active, but I cannot connect to this new Windows instance using Remote Desktop.

What could be the problem?
