Requisition Change Request doesn't consider Contracts

While reviewing Image 30 and the requisition change request, we discovered a requirement to stop the change from processing if there was a contract associated to the requisition or PO, in some cases.

Example:

A requisition is created for onsite service. A Master Contract, Statement of Work and Purchase order result from the requisition. Weeks later, it's discovered that scope and dollars should be added to the PO.

The requester goes in to create a change request to add dollars, additional attachments, additional comments and potentially additional lines are added to accommodate the scope change. The requisition could magically update the PO without an amendment to the Statement of Work, introducing risk to the organization- if we aren't very careful.
