OSB 12.2 - Cannot activate session in service-bus console

Hello Guys,

When I try to activate the session in the service-bus console, the task take an infinity of time and generate a Stuck Thread and the state of AdminServer change to Warning

I applied the steps

1. Take a backup of core and sessions folder under domain_home/osb/configfwk folder

2. OSB usually creates separate core folder for each managed server with name core_<name of managed server>

3. make sure the session folder is empty.

3. Restart the Admin server.  == > The issue is  not resolved 

Also, I deleted the edit.lock file and the session folder under $DOMAIN>osb>configfmw>session  ==>  I  cannot  activate the  session via  service-bus console
