Global Contract Defaults - Renewal Rules at the Party Level

Customer would like to exclude specific set of parties from renewals.  Planning to establish this through Global Contract Defaults via the Parties → Renewal Rules.

The 'Start Date', how is this used as part of the renewal process (Events Listener, WFB for OKSRENW and Data Assembler)?  Is it going to consider contracts/lines/sublines with a start date >= to this date to automatically DNR?
