Refer a Friend Functionality-Not working as Documented

We are finding that Refer a Friend functionality is not working as documented in PS Documentation.   When friend logs in it appears not to connect them to the profile that was created when they were Referred.   Has anyone experienced any issue with this functionality?   Our Talent team would like to use this functionality but it appears to be working as email a Friend which we already have in PROD.   

We are in the middle of a PUM Upgrade on 9.2 going from PUM17 to PUM27 with the new Fluid Candidate Gateway.  Tools are 8.55.21
