Security Warning after upgrading to JRE 1.8.0_201

We upgraded to JRE 1.8.0_201 in a EBS dev environment and we are receiving a security warning. As I understand note 1592981.1, this is intended functionality. The note goes on to say that the Deployment Rule set jar has to be signed by a Trusted CA. The next line in the note says "You can also use a DeploymentRuleSet.jar in conjunction with or instead of signing the environments. " We don't have a certificate. Can the DRS be used in an EBS environment to prevent the security warning prompt? If so, is there a note on how to setup it up for EBS?  If not, is there another way to prevent the security prompt without a Trusted CA? We do NOT want our users to have to receive this security warning every time they launch EBS.
